What is a controlled substance?
A controlled substance is a medicine only available from a doctor’s prescription. There are 4 levels of security with scheduled substances. They are Schedule II, Schedule III, Schedule IV, and. Schedule V. The lower the schedule number the more dangerous the drug is.
What is a Schedule II controlled substance?
A Schedule II substance is highly abusable, highly dangerous, and very addictive. A Schedule II controlled substance has the highest risk for abuse and is required to be highly controlled by the doctor. Examples of a Schedule II drugs are fentanyl, morphine, hydrocodone and oxycodone. The law for a Schedule II substances is different than for other Scheduled substances. The law for a Schedule II substances is there are no refills. It is legal to refill a Schedule III, IV and V substances.
Are some people predisposed to being opioid addicted?
Yes. Some people are born more likely to be opioid addicted. This can happen in as few as 5 days.

What is the law about opioids?

What is the “loophole”
The law states there are no refills for Schedule II substances. If doctors and patients want to be tricky, they can get 3 prescriptions at one office visit. This is always done to save money.
